Insurance Lapse

You can pay (and remove a suspension) if
your insurance lapse is for 90 days or less

You cannot pay if
you already paid a civil penalty in the past 36 months (3 years)
your insurance lapse is 91 days or more

Your payment does not guarantee that the DMV will restore your registration, or close other suspensions or revocations you have. It is your responsibility to know if the DMV restored your registration before you drive the vehicle.

*if the plates were lost, stolen or destroyed in New York State, ask a NY State police agency to complete a 'Certification of Lost License, Permit or Plates' (MV-78B) (this form is only available from law enforcement - it is not available on the DMV website)
*if the plates were lost, stolen or destroyed outside of NY State, get a report printed on the letterhead of a police agency in the state where the incident happened

Replace Drivers License, Permit or Non Driver ID

You can replace your license or permit (including commercial and Enhanced) if

it was lost, stolen or destroyed
you updated your address
you are turning 21 soon: If you replace more than 40 days before your 21st birthday, your license will still display “UNDER 21”. If you renew fewer than 40 days before your 21st birthday, your license will not display “UNDER 21”.

Note: When you replace your document

you do not need an eye exam
your expiration date and ID number will not change

The DMV was very polite and they explained everything. I didn't need to wait in line because I had a appointment. I went there for my permit tester and all I need to do is fill out a paperwork. The 20 questions on the computer wasn't that tough.
